)The development hereby permitted shall be begun before the expiration of three years from the date of this planning permission. Reason - To comply with Section 91 of the Town and Country Planning Act 1990 |

)Before use of the development starts provision for parking shall have been made within the site in accordance with the approved plans and shall be retained solely for parking purposes thereafter. Reason - To ensure adequate on-site car parking provision for the approved development. |

)Before use of the development is commenced provision for the turning, loading, unloading and the parking of vehicles shall have been made within the site in accordance with the approved details and shall be retained thereafter. Reason - In the interests of highway safety. |

)No operations and or uses hereby permitted shall be carried out within the site except between 08:00hrs and 18:00hrs Mondays to Fridays and 08:30hrs and 14:00hrs on Saturdays. Reason - To ensure that the amenities of the area and adjacent properties are not detrimentally affected by the use of the site outside reasonable working times. |

)Notwithstanding the changes of use permitted within Part 3 of Schedule 2 of the Town and Country Planning (General Permitted Development) Order 2005, the area outlined in red within Unit 3 on Drawing No. 2 (layout plan) shall be used for purposes within Class B.1, B.8 of the Town and Country (Use Classes) Order, 1987 and for the maintenance and repair of mobility scooters, ride and recline chairs and riser beds only, and for no other purpose. Reason - In the interests of the general amenity of the area and to ensure highway safety. |

)The Council has granted permission because:
It is considered that the proposed uses would not be detrimental to the quality, tranquility and appearance of the AONB and surrounding landscape character and would not result in over intensification of the use of the site. As such, the proposal is in accordance with the relevant policies of the East Hampshire District Local Plan: Second Review.
It is therefore considered that subject to compliance with the attached conditions and taking into account all other material planning considerations, including the provisions of the development plan, the proposal would be acceptable. This also includes a consideration of whether the decision to grant permission is compatible with the Human Rights Act 1998. |
