1 )The proposal is considered to represent an unacceptable visual intrusion of development at the edge of the settlement policy boundary of Petersfield, and at variance with the prevailing form of development in the vicinity, harmful to the character and quality of the East Hampshire Area of Outstanding Natural Beauty and confirmed South Downs National Park. If permitted, the development would set an undesirable precedent fur further such proposals which would significantly and adversely affect the character of the locality. The proposal is therefore contrary to policies GS3 and C1 of the East Hampshire District Local Plan: Second Review.
